Hello Sir, If in Karkataka lagnam for example, Mercury is the 3rd and 12 th lord, but if it situated in 11th, during predictions of dasas or for general predictions, do we say 3rd, 12th bhavas results will be activated or 11th bhava results should be predicted.

Mercury being in the 11th house should generally give positive results, we can not say 3rd and 12th house results.
To understand further please look at the star position of the mercury.
Finally, 11th house is bhadhaka sthana for cancer ascendant some times it might give health difficulties based on the dasha periods.
