My humble suggestion is to open weekly registrations.
Everyone usually knows their availability within a week, so this system will make it easy and fair for all.

You can announce 10 slots per week, and whoever registers first will get the appointment in that week.

To maintain discipline, one strict rule can be added:
If someone doesn’t answer your call at their slot time, they should not be allowed to register again for one month.
This will make people more responsible and avoid wasting your time.

I truly feel this is the best and most manageable method, sir.
