Venus have (5 + 10) leadership (for Capricorn Ascendant), and
Venus have (4 + 9) leadership (for Aquarius Ascendant)
and results of Venus Mahadasa/Antardasha,
So, Venus is excellent yoga karaka for makara, kumba lagnas.
Not sure, how you people missed to discuss about it.
