In a chart if progressive moon giving positive aspect trine, sextiale to natal planets then it will be good . in case its involved in any bad aspect square, opposition, sometimes bad conjunctions of the natal planets then it will be bad .
You have to look progressive moon from the progressive chart and overlap and compare with the natal charts.
